levels of licence

in hong kong, driving licences divided 3 levels: learner s licence, provisional licence , full licence.


learner s licence

a new driver can start learn drive private car (class 1), light goods vehicle (class 2), motorcycle (class 3) or motor tricycle (class 22), while other classes considered commercial vehicles , require driver have experience learn them.


a person can apply learner licence before passing written test (with exception of motorcycle , motor tricycle).


a driver learner s licence may drive on public road, except roads not permitted learners, motorways , tunnels, under following conditions:



carrying l-plate @ front , of vehicle
in specified times
with supervision of qualified driving instructor (except motorcycle or motor tricycle)
carrying no other passenger other driving instructor, test examiners , 1 other learner

a learner s licence valid 1 year , can renewed.


in order apply motorcycle / motor tricycle learner s licence, driver has first attend compulsory course in driving school , pass compulsory test, after then, he/she can apply learner s licence , learn driving on streets. unlike other classes of vehicles, no driving instructor necessary when learning driving motorcycle / motor tricycle.


probationary licence

after 1 october 2000, person applies take motorcycle or motor tricycle driving test required apply probationary driving licence upon passing test. scheme extended private cars , light goods vehicles in 2009. holder of probationary driving licence needs undergo 12-month probationary period. probationary period extended 6 months if convicted of minor road traffic offence, , licence cancelled if convicted of serious road traffic offence.


a driver probationary licence may drive on public road under following conditions:



carrying p-plate @ front , of vehicle
limited 70 km/h, if speed limit of road greater
cannot use right lane on motorway 3 lanes or more, except when exiting on right
cannot carry passenger on motorcycle.

light goods vehicles driver exempt scheme , can apply full licence after passing test if he/she considered experienced driver , i.e. have held full private car driving licence 3 years, or 2 years after converting probationary licence, before application.


a probationary licence valid 1 year when first applied, , can renewed half year if probationary period not yet on class of vehicle.


full licence

after finishing probationary period, driver may apply full licence, valid 10 years unless approaching 70 years old in age. commercial vehicles, driver may apply full licence after passing test.
