in 2012 council fined £95,000 information commissioner s office (ico) after sent confidential , sensitive information child in care wrong recipient. commenting on leeds , other authorities had made similar data protection breaches, ico said far easy consider these breaches simple human error. reality caused councils treating sensitive personal data in same routine way deal more general correspondence. far in these cases, councils not appear have acknowledged data handling real people, , more vulnerable members of society.
