the fourth five-year development plan (2005-2010) has envisaged upgrading quality of educational system @ levels, reforming education curricula, , developing appropriate programs of vocational training, continuation of trend towards labor market oriented education , training.


with new education reform plan in 2012, pre-university year replaced additional year in elementary school. students have same teacher first 3 years of primary school. emphasis made on research, knowledge production , questioning instead of math , memorizing alone. in new system teacher no longer instructor facilitator , guide.
