the building of basilica of sacré-coeur @ top of montmartre first proposed after 1870 defeat of france in franco-prussian war, place paris commune began in march 1871 killing of 2 french generals mutinous soldiers of paris national guard. jean-charles alphand s plan called park descend eighty meters parvis in front of church street @ bottom of hill. architect jean-camille formigé designed park dramatic , unobstructed approach church bottom of hill; designed 2 terraces, connected stairways , curving horseshoe-shaped ramps, lined trees. formigés plan called cascade , fountains parallel stairways, these never built. work on church began in 1880s, proceeded slowly, because of difficulty of anchoring church hillside, site of former quarry. basilica not dedicated until 1919. formigé died in 1926, , work on gardens finished léopold béviére, , dedicated in 1929. original name of park square willette, in 2004, under socialist government of mayor bernard delenoye, renamed square louise michel, after anarchist , revolutionary had played active role in paris commune.
