having fled abroad previous year, sir william waller moved bremen in 1683. while there became central figure in group of erstwhile conspirators in political exile. lord preston, english ambassador @ paris, called him governor , wrote style waller, way of commendation, second cromwell . waller accompany william of orange england in 1688 william chose overlook him when government formed.
